Intro
In 2023, adult-use cannabis became legal in Minnesota, and the Office of Cannabis Management (OCM) was established to regulate the industry. Cannabis businesses operating in Rogers must be approved by the state and registered locally with the City. To operate legally in Rogers, businesses must:
Be licensed or pre-approved by the Minnesota Office of Cannabis Management
Receive Zoning Compliance Certification from the City
Complete the Cannabis Business Registration process with the City of Rogers

Buffer Requirements (Ordinance 22-07):
1,000 feet of a school
500 feet of a daycare
500 feet of a park feature
500 feet of another cannabis business
Retail Hours of Operation (Ordinance 22-06): 10:00 AM – 9:00 PM
Retail Registration Limits (Ordinance 22-04(e)(1)): 1 retail registration per 12,500 residents.
