The City of Rogers Building Department employs a full-time Building Official, Building Inspector, Administrative Assistant and permit technician. The Building Department ensures the unified minimum standard for construction, electrical, plumbing, and mechanical work meets the Building Code.

Contractor information

The State of Minnesota requires licenses for commercial and residential building contractors, roofing contractors, plumbers and electricians.

A bond is required for mechanical contractors.

You will be required to upload your current, non-expired license when applying for a permit.

Exceptions

  • A residential homeowner can do the work on their primary residence if they obtain the necessary required permits.

  • A homeowner may do plumbing and electrical work in their residence without a contractor license.
    *Separate permits are required. (Electrical permit applied through the state.)

  • If a contractor is used for HVAC, plumbing, mechanical, and gas service projects (furnace, air conditioning, ductwork, gas dryer, fireplace, etc.), the contractor must have a current Contractor License.

Inspections

Inspections are done to ensure that existing buildings and new construction are aligned with the Uniform Building Code and other regulations. Prior to building, commercial contractors and Roger’s residents are required to obtain a building permit. All permits are located on the permits page. Click HERE to view the permits page.

Required Inspections

Required inspections will differ based on the project. The required inspections for your project will appear on your Inspection Record Card once your permit is paid for and issued.

The permit holder will be responsible to call for inspections. If the inspector must get into a home to do the inspection, the contractor or an adult 18+ must be present.

All electrical inspections are performed by the State Electrical Inspector. You can find the current local inspector for Rogers by following the link provided:

Approved (stamped) plans, permit, and inspection card (PDF) is required on job sites to conduct inspections.

Permits will expire after 180 days if you do not begin your project or schedule your inspection.

Permits

Do I need a permit?

Some projects do not require a permit. If you are unsure if you need a permit, contact the Building Department.

How to apply

All residential and commercial building permits must be applied for online. Click HERE to find your permit and apply. You will be redirected to our online permitting software program where you will create a one-time username and password to be used each time you pull a permit in the City of Rogers.

Where is my permit?

Most permits require plan review from other departments in addition to the building department. Plan review for certain projects could take one to two weeks to complete. All correspondence is done through your online portal account, and any additional resubmittal requirements should be uploaded there. You can follow the progress of your permit at any time by logging into your online portal.

The permit will be issued once the permit fee is paid. Work may proceed after completing these steps.

Paying for your permit?

You will receive notification through the online portal when your permit is ready for payment. Only credit card payments can be made through your online portal. Payments of cash, check, or credit card can also be made in person or by registered mail.

Application fees are non-refundable and are subject to a forfeiture of the plan review fee if the plan review has already been completed.


Expired permits

Permits expire within 180 days of issuance if work has not started and no inspections have been called in, or if work has been suspended for more than 180 days with no inspections.

No refunds are available for expired permits.

If you need an extension to complete the project, please call the Building Department.

If the permit expires, the permit holder will be required to renew or restart the permit process and will be subject to additional fees.
