Parks Maintenance II - MEO
The City of Rogers is accepting applications for the position of a full-time Parks Maintenance II – Medium Equipment Operator. Performance of semi-skilled maintenance responsibilities in all department areas, including but not limited to maintenance and repair of public infrastructure and equipment, and other duties as assigned by the Parks Supervisor. Minimum qualifications include Class B MN DL with tanker and air break endorsements, a minimum of two years of operator experience, a High School diploma or equivalent, and the ability to pass a pre-employment background check.

POSITION SUMMARY
Perform supervised and non-supervisory, semi-skilled maintenance responsibilities in all department areas, including but not limited to repair of public infrastructure and equipment, and other duties as assigned by the Public Works Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Safety Requirements and Required Competencies:

Perform semi-skilled work under direct supervision and independently as directed.

Perform basic mathematical calculations and utilize basic computer skills.
Specific Duties - Parks
Maintain and install all turf surfaces, mowing, trimming, seeding, sodding and fertilizing.
Performs landscape maintenance including tree trimming, planting, rock/mulch placement and all irrigation repairs and installations as needed.
Regular debris collection and seasonal fall clean up of parks and public spaces.
Dragging, stripping and leveling of athletic fields to provide competitive play.
Performs rink and ice maintenance and flooding.
Constructs and maintain trails, sidewalks and or paths with light to medium equipment and manual labor.
Install, maintain and clean playgrounds and related equipment and surfaces.
Performs tree and shrub maintenance activities such as trimming, removal, clearing and grubbing along with planting and fertilizing and removal of dead and/or diseased trees.
Mix and safely apply chemicals to turf, trees shrubs and plants under direction of certified applicator.
Misc. painting, cleaning, general carpentry and repairing of public spaces and parks.
Specific Duties - Streets
Prepares street for bituminous patching or overlay, sweeping, patching and application of hot tack oil and or bituminous materials, also performs routine crack sealing of asphalt.
Perform manual tasks related to city streets, including repair or replace pipes, compacting soil, placing and compacting bituminous and replacing and or repair of concrete, signs and pavement markings.
Load and haul materials for construction and maintenance of city streets and public properties along with hauling of debris to proper disposal sites.
Rights-of-Way vegetative maintenance, mowing, trimming, spraying and shoulder maintenance.
Street cleaning and debris management of all paved surfaces, parking lots and public rights of way. Proper documentation disposal of collected debris and material.
Maintain all street markings, and street signs in safe and visible manner and in accordance with adopted state and federal manuals.
Perform safe and efficient use of temporary traffic control devices in temporary and moving traffic work zones.
Performs all maintenance on city storm sewer structures, catch basins and piping.
Responsible to perform routine preventative care, cleaning and maintenance on supplied city equipment and vehicles.
Specific Duties - Utilities
Perform inspection of plant, water treatment, distribution equipment, lift stations and electrical equipment.
Performs routine hydrant maintenance, exercising and flushing along with emergency repairs as needed.
Performs maintenance and repair of water distribution equipment and infrastructure such as meters, pumps, piping, valves and fittings in a safe and efficient manner.
Performs utility location service using computer and utility maps as well as specialized line tracing and underground locator equipment.
Assist in the operation and maintenance of sewer collection system including but not limited to lift stations, manholes and sewer mains.
Perform maintenance functions under hazardous conditions including entering confined spaces, working in public streets and highway work zones, climbing ladders and elevated water towers as needed with the safe and efficient use of supplied life safety equipment.
Perform manual tasks related to repair of city streets including replacing or patching pipes, compacting soil, placing and compacting bituminous and replacing and or repair of concrete. Assist and work with streets personnel to place traffic control devices in temporary work zones.
Winter Maintenance Items
Operates equipment in extreme weather conditions to remove snow and ice for safe vehicle and pedestrian traffic.
Assists in the mounting and maintenance of plow and sanding equipment as needed.
Plow assigned routes curb to curb in a safe and controlled fashion utilizing appropriate equipment with minimal damage to curbs, mail boxes, sod and other hazardous in the public ROW or public property.
Applies proper amount and type of ice control chemicals in accordance with winter ice control policy to facilitate effective deicing of public streets, sidewalks, and trails. Records and documents the amount of material used.
Be available for call-in and overnight operations during snow emergencies and unscheduled snow removal operations.
Equipment Uses and Operations
Performs safe and efficient use of all light and medium equipment, along with limited heavy equipment. Requires the ability to safely and efficiently operate all city-supplied vehicles up to and including 26,000 lbs. GVWR.
Additionally, MEO class employees must be proficient in operating vehicles of 26,001 or larger, limited to class B – Commercial Driver’s License (CDL) with air brake and tanker endorsements.
Performs proper CDL inspections/pre-operation checks prior to equipment operations.
Operates pickups, small and large dump trucks, frontend loaders, skid steer equipment, forklifts, tractors, snowplows, and limited sized excavation equipment.
Other works, including but not limited to
Right of Debris removal
Fabrication and repair with use of welder, torches and carpentry tools.
Material hauling, handling and distribution to city properties and or buildings as directed.
Informing supervisors of damaged or unsafe materials and conditions of City equipment, facilities or other property related items.
Assist other departments as needed.
COMMON PERFORMANCE STANDARDS
Expected to deal with the following:
Willingness to work long and unusual hours when weather conditions cause snow removal or for other emergency or unusual road maintenance requirements.
The ability to work in severe weather conditions and temperature extremes.
Willingness to be on call when weather conditions may dictate early starts on regular working days and on weekends.
Willingness to plan vacations or time off when the chances for emergency or unusual weather conditions are the least expected.
WORK ENVIRONMENT
Works in or on public works equipment in a variety of weather conditions.
Works in City Park and Municipally owned properties.
Works on the road or in the road right-of-way.
Work includes inside and outdoor environments.
PHYSICAL REQUIREMENTS
Strength and movement: Work requires lifting, reaching, shoveling, pounding, digging, and sweeping.
Sensory ability: Vision must be sufficient to read instructions, distant vision (20/40 or better) must have depth discrimination, and hearing must be able to detect all warning signals.
Level of exertion: Work is sometimes heavy, requiring lifting of 80 pounds or more.
Pre-Employment Medical Screening and Drug and Alcohol Test
Ability to pass routine or random drug and alcohol testing.
MINIMUM REQUIREMENTS
High School Diploma or GED.
Minimum of two years of operator experience in the related field.
Must be physically able to meet the listed physical requirements
Must have a current, valid Minnesota Class B Commercial Driver’s License, with Tanker and Air Break endorsements.
Maintain a valid health card and participate in a random drug and alcohol testing program.
