City Announcements

  • Notice is hereby given that on August 4, 2025, at 7:00 P.M., the Rogers Planning Commission will hold a public hearing concerning an application for a Preliminary Plat for a rural residential development involving one parcel, PID: 11511 Tilton Trail South (Lot 3, Block 1, Hagel Estates).

The applicants, Dustin and Elizabeth Briewick, are requesting consideration for a Preliminary Plat called Tilton Lake Acres which would subdivide a 37-acre parcel into three lots.

All interested parties are invited to attend the public hearing at which time you will be given the opportunity to express comments on the project.

Written testimony will also be accepted at the public hearing.  Written comments may be submitted to Rogers City Hall, 22350 South Diamond Lake Road, or emailed to the City Planner.  Specific questions and comments can be directed to Alec Henderson, City Planner at 763-428-0912 or ahenderson@rogersmn.gov.

At this time, the meeting will be held in person at the Rogers Community Room, located at 21201 Memorial Drive, with public viewing available online via Zoom. A Zoom link for the meeting will be posted on our website at https://www.rogersmn.gov/.

  • The Mayor of the City of Rogers has called a special meeting/workshop of the City Council for Tuesday, July 22, 2025 at 6:30 p.m., at the Rogers Community Room at 21201 Memorial Drive, Rogers, MN 55374. The purpose of the meeting is to discuss the Corcoran fire service planning process.

  • In 2018, the Hennepin County Board of Commissioners previously adopted County Ordinance 13, which requires all cities in the County to ensure that curbside organics recycling is made available to all residential properties in each municipality (cities under 10,000 population can comply via drop-off sites).  Like all other cities, Rogers must comply with this Ordinance, or Hennepin County will implement a program and charge the City directly, to be paid by utility/recycling customers, likely at a significantly higher cost to residents.

Billing by garbage haulers for those organics services is complicated by the fact that State Statute requires that a customer who chooses not to request an organics recycling cart and does not use the service must be charged the same monthly rate as a customer who does request a cart and actively recycles organics. These are State and County requirements, not those of the City.

Rogers City Council and staff worked diligently over the years to seek various forms of relief related to this ordinance from the County Board.  Ultimately, the City was informed that the County cannot and will not provide such relief/amendment due to its required Minnesota Pollution Control Agency (MPCA) solid waste plan, and the City must therefore comply with curbside service provision as soon as possible.

As of the time of adoption, Rogers was the final City in Hennepin County that was over 10,000 population at the time Ordinance 13 was adopted, which had not yet complied with the ordinance.  In reviewing options and potential contracts for services, City legal counsel noted a new option which had not yet been considered – adoption of a simple ordinance requiring the compliance by haulers.

In order for the city to comply with the County requirements imposed on the City/residents in the least intrusive way possible, the City of Rogers recently adopted a city ordinance to require garbage haulers to offer curbside organics pickup and to follow all state/county requirements regarding billing and reporting.  This ordinance doesn’t change how garbage haulers have already been addressing the situation/billing customers since early 2024.  Each is allowed to set their own organics charge, and residents/customers are able to “shop around” as they have always done regarding garbage hauling.

City Council and staff realize and understand that many residents who choose not to use their organics recycling service but are nevertheless charged the monthly fee, as has been the case for the past year-plus, will find these requirements unfair, but this issue is not within the control of the City of Rogers, and compliance is not optional.  The Council’s goal has been to comply with the minimum requirements in the least onerous and invasive way possible for residents.

  • Notice is hereby given that on July 7th, 2025 at 7:00 P.M., the Rogers Planning Commission will hold a public hearing to consider amending the City Code to revise and adopt a new Sign code in the City of Rogers as outlined in the proposed Ordinance. The proposed ordinance sets requirements related to signage size, location, numbers, and general procedures.

All interested parties are invited to attend the public hearing at which time you will be given the opportunity to express comments on the ordinance.

Written testimony will also be accepted at the public hearing.  Written comments must be received by July 7th, 2025 to Rogers City Hall, 22350 South Diamond Lake Road.  Specific questions can be directed to Brett Angell, Community Development Director at (763) 428-0915 or bangell@rogersmn.gov.

At this time, the meeting will be held in person at the Rogers Community Room, located at 21201 Memorial Drive, with public viewing available online via Zoom. A Zoom link for the meeting will be posted on our website at https://www.rogersmn.gov/.

  • Notice is hereby given that on July 7th, 2025 at 7:00 P.M., the Rogers Planning Commission will hold a public hearing to consider amending the 2040 Comprehensive Plan related to Chapter 4: Land Use. The proposed comprehensive plan amendment further clarifies mixed use land use designation meaning.

  • ATTENTION
    ...
The City has been made aware that residents in Rogers and surrounding cities have recently received calls or messages from people claiming to be a company or contractor “working with the city” regarding outstanding building permits, etc.
    ...
Please note that the City of Rogers is not “working with” or partnering with any such contractor or vendor with regard to building permits or similar information.
    ...
While we cannot say for sure whether this is a misleading marketing technique or an outright scam, it is important to note that any official contacts regarding building permits would come directly from City of Rogers Building Inspections staff (or our contract building inspectors at Metro West Inspections) to either the property owner or their private contractor, with no other outside companies being involved.

  • The City Council will conduct a public hearing on Tuesday, June 24, 2025 at 7 p.m. by online/virtual meeting and in person at 21201 Memorial Drive, Rogers, MN to consider the proposed vacation of 133rd Avenue Right Of Way 23100 Edison Court, 13255 Arthur Street and 13280 Arthur Street.

  • Important Utility Billing Update

Due to technical difficulties with our meter reading system, we were only able to collect water usage data through May 22nd. As a result, your upcoming utility bill may not include water consumption for the period after May 22nd.

    What this means:

    • Your June water bill may be lower than usual.

    • Your July bill may be higher, covering the unbilled usage from late May onward.

We apologize for the inconvenience and appreciate your understanding!

  • Dear Rogers Residents,

Currently, there are proposed zoning bills that, if enacted, could greatly reduce local zoning authority and significantly alter the character of single-family neighborhoods within the City while limiting public input.

    Bill topics include:

    • Minnesota Starter Home Act

    • More Homes, Right Places Act

    • Transforming Main Street Act

    • Preemption of Municipal Design Standards

    • Prohibition on Minimum Housing Parking Requirements

I highly encourage residents and business owners to review the bills on house.mn.gov and senate.mn.gov, and to reach out to our representatives to oppose these bills.

    Sincerely,

    Mayor Shannon Klick

    Representative Danny Nadeau
    rep.dannynadeau@house.mn.gov

    Senator John Hoffman
