General Requirements

The installation of all flammable and combustible liquid storage tanks shall require a permit. Permit applications can be accessed through our online permit portal.

Plans shall be submitted electronically through our online permit portal.

All systems shall be designed and installed in accordance with current code requirements and Minnesota State Fire Code Chapter 23, 50, 57, 58 and Chapter 61, as well as NFPA standards and Environmental Protection Agency Rules.

Prior approval by a City Planner is required for all aboveground storage tank (AST) installations.

All plans shall include specification sheets for tanks, piping, containment, overfill, leak detection and dispensers.

All plans submitted shall include the following information when applicable.

  • Plan Scale

  • Real property lines

  • Structures within property lines

  • Tank construction (Provide spec sheets)

  • Tank location and clearance

  • Tank size in gallons

  • Tank size in dimensions

  • Tank testing requirements (provide spec sheets)

  • Type of product in tank (provide MSDS sheets)

  • Buried depth of tank

  • Tank anchors, if required

  • Tank fill openings

  • Corrosion protections (indicate type)

  • Secondary containment tank/piping (provide spec sheets)

  • Driveways and roadways

  • Vent pipe termination height

  • Vent pipe size

  • Piping layout

  • Type of dispensing (full service or self-service)

  • Type of dispenser (provide spec sheets)

  • Location of dispensers

  • Dispenser protection

  • Type of overfill protection (provide spec sheets)

  • Type of leak detection (provide spec sheets)

  • Required signage (No Smoking, Shut -off Engine, etc.)

  • Emergency communication system

  • Fire extinguisher locations and types (ex. two – 2A20BC)

  • Self-service attendant location

  • Sources to waterway (storm/sanitary sewer/wells)

  • Type of back-fill.

Required Inspections

Pressure test of tank and piping and an emergency shut-off test. A pre-test must be conducted prior to calling for and inspection. If an inspection fails, a re-inspection must be scheduled. Re-inspection fee is $75.00.

It is the responsibility of the contractor to call for any inspections that are detailed in this letter; any alterations on the approved plans shall be submitted in writing and requires the approval of the Fire Department. Please note that a minimum 48-hour notification is required for all inspections.
